Actually it rarely snows enough to have the plows actually operate on
the city streets. A few years ago (about 10 now actually), Seattle got
hit with a freaky big snowstorm that really fouled things up. Knocked
out power and closed roads bridges and basically shut down the city
for about a week.

There were at that time 5 snowplows in the Seattle metro area.

They had to bring in plows from the mountain passes in order to get
things moving again.

They've since invested in a lot more plows.

People in the Cascade foothills are much more likely to have plows to
attach to trucks but being so close the Sound there's not much call
for them in the city.
