That's the whole point: 1.) Israel has been living with the rockets for years. 2.) The UN has done nothing for years. 3.) Lebanon has done nothing for years. 3 months wouldn't be that much longer and would have gone a long way to help ease the transition to war. Further they may have been able to line up support and a coherent plan which they don't have now. The bombing was an emotional reaction to a small, yet significant event.
