I'll fill in for Gruss here and say: "So France, who was pushing so hard for this ceasefire and promised to be a huge troop supporter of it has shown their true colors by sending far (FAR) fewer troops and calling on the EU and UN to define when they can defend themselves. Basically, they are afraid of doing the job laid out in the ceasefire."
