I hear this a lot and I don't agree. He certainly didn't go after terrorists as much as we now know he should have, but I didn't see terrorism as a big threat then and I'd guess he didn't either. I travelled extensively during those years and never once did I ever even think about terrorism. Further, anytime I was outside of a big city I usually would attract at least 10 locals who'd spend hours with me with questions. (Nowadays I'm constantly challenged about "George Bush" and have to prove I'm not a villain). So my point is that while terrorists existed, it wasn't the threat is *known* to be today.
