Honestly, I think it would fly fairly soundly. It simplifies the process, 
takes religion out of the equation and allows churches to do whatever they 
want. It also would remove much of the stigma of divorce and do away with 
annulments entirely.

The government recognizes the union of two people, which is what they 
should be doing in the first place. If you want to put the churches 
blessing on it, go to a church and have them perform a marriage ceremony. 
But the church blessing is inconsequential, to  the the legality of the 
union. 

The union provides full legal rights and protections to the couple.

If you're already married at the time of the switch, you're grandfathered 
in and the gov't recognizes your union.

How long would the politician who proposes this stay in office?  Would
there be a recall or would he or she actually make it to the next
election?
