Well you come up with some oversight of oil solution.  Some way to
divvy it up.  But here's the reasoning:

Right now you've got a war for Baghdad happening with the US in the
middle of it.  We can't stop it no matter how many troops we send in
because it's likely the actual police and the government that are
doing the killing.

There's no way a 3rd party can stop 2 parties determined to fight each
other from fighting.  You'll just make it a slow burn fight.

We gave unification a shot and it's not working - the Iraqis don't
want it.  And the longer we try to push that solution the more chaos
it'll breed.  So while we have some influence and control let's
separate the parties and see if that works.
