There are indeed bark collars that will shock the dog when they bark. Generally 
I suggest people start with a citronella collar that just sprays the dog with 
citronella when they bark, a bit more humane than shocking them. It's 
definitely debatable how "humane" a shock collar is. Is it fair to shock a dog 
when they don't even really know what they are doing wrong? Obviously it is 
painful or it wouldn't be effective. But I'd certainly consider it a better 
alternative than getting rid of the dog. Another option is de-barking, which 
basically softens the bark to a level that it can't be heard over any distance. 
Again, there's a lot of debate whether this is humane or not. The dog generally 
doesn't care and goes merrily barking their way through life. But there is some 
risk if you don't have a vet that has had a lot of practice doing it. 

Usually this type of barking is simply the result of boredom. It definitely is 
not fair to the neighbors to have to listen to it all day and you may have to 
consider closing up the doggie door and confining the dog to your house during 
the day. Having someone come by to exercise and play with the dog is definitely 
an excellent idea.
