For a while Blue Cross of Louisiana was advertising low cost health insurance.  
I looked into it as I was seriously looking at a self employment possibility.  
That fell through, but it was basically a group policy for uninsured/self 
employed to join.  You might want to see if you can find something similar 
directly from an insurer (Blue Cross, United Healthcare, etc.)
