No, it's the masses. You have literally hundreds of groups that are attacking, killing, kidnapping, and raping hundreds of others. That's why people are saying that it's worth than civil war. It has nothing to do with terror. Marines are dying to keep Shiite from killing Shiite. And, as I've said, there's only 2 possibilities here: 1.) Security is provided to let the political solutions be developed and take hold. There's no guarantee those solutions will work, but they might. 2.)
