Did Bush say anything about "how" the troops would be increased?

I heard yesterday--but I don't know if I was listening to someone
talking about AEI's plan or Bush's--that the troop levels would
increase because troops would be in country longer, effectively
lengthening the stays of those already there, and lengthening the
tours for those about to depart.

I was only half listening as I was concentrating on the idiots around
me in the snowstorm induced traffic (my normal afternoon commute is 35
minutes, last night was 2 hours 45)
