You are right and wrong. It's true that any leader must be able to articulate their vision and how they plan to achieve it to those they lead. If they can't do that, then I'd argue they can't lead. So on that you're right. There are ways around this, of course. Find a patsy who can speak for you, be the control behind the scenes, etc. For example, Karl Rove and Dick Cheney found a perfect patsy in Bush. So you can't say this eliminates someone from power.
