Agreed.

I started to say that of course you would arrest a murderer, but
then... I thought again. That's a valid question, but society has a
huge interest in getting these crimes reported so that the
perpetrators can be caught. Rape has a huge toll on women. I have read
that many rape victims wind up losing their jobs and are still feeling
the repercussions of the rape after their attacker has been released
from jail. Think about that. This should not be happening.

But most especially, even if you arrest the person, the counseling,
treatment and emergency contraception need to be made available.
