I agree. Look, we've already had Seattle airport closed over a bookcrossing book. Seems ridiculous once you know what it is, but the unattended object is a tried and true terrorist tactic. See IRA, London Underground. So if you are going to leave stuff around, you need to think about these things.
I don't think this is a good way to get attention, and I think that there should be a fine high enough to discourage a repetition.
