No, I'm telling you what the data mathematically says but you don't

I'll try it one last time, here's the mathematical key:

"Emissions of CO2, the most problematic GHG, were 4.4% above 1990
levels for the EU-15. Compared to 2003, CO2 emissions increased by 0.6
%"

Math, not opinion, says that the *rate of growth* decade over decade
had *decreased*.  Again, that's what the data says you presented, not
my opinion.

I'll try an analogy you might understand:

Let's say I punch you 10 times the first minute, 15 times the second
minute, and 20 times the third minute.  Your wife then grabs one arm
and in the fourth minute I punch you 22 times.

She could accurately state that the rate I'm punching you is still
increasing and inaccurately conclude that therefore her efforts have
had no effect.

In reality her efforts *have* had an effect: she's decrease the rate
of punches from 5/minute to 2/minute.

You can spin that 3 ways:

1.) You way: since the punch rate is still increasing there's no effect.

2.) The EU way: punch rate is still increasing and you need to do more.

3.) The reality: grabbing my arm has slowed the punch rate and
therefore is of some use to you.
