The single biggest thing we could do to lower CO2 emissions is move from internal combustion engines to fuel cells or some other non-polluting technology. Note that I specifically exclude electric vehicles from this category because the electricity has to be generated somehow, and mostly that means coal-fired power plants.
The next biggest thing we could do is convert all the coal-fired power plants in the world to use clean coal technology, but it is very, very expensive to retrofit old plants to use clean coal technology. That cost would have to be passed on to consumers, and no one wants to pay higher rates. The only current alternative to coal that meets the power generation needs of the world today is nuclear. Check out this stat sheet on percentage of total electrical capacity by generation type- fossil fuels, hydro, and nuclear: http://www.ieer.org/ensec/no-1/glbnrg.html Personally, I would be all for converting to fuel cells for cars and nuclear for electrical capacity over the next fifty years.
