Let's look at Iraq.

The point is that if Iraq is important enough to fight in, then we
should all be fighting somehow.  If it's not important enough then
nobody should fight.

Same concept.  Don't punish 1% of the population by making them pay
for 100% of the people.  And, yes, that's exactly what Edwards
suggestion does.

If he says part of the money comes from X, fine, but then it all
should come from X or the balance should be  applied to everyone.

If we all benefit from a government policy we should all pay.
