Yes, Bush has exercised executive power without the agreement of Congress, much as past Presidents have done. But it is a gigantic leap from exercising executive power to stomping on the Constitution and destroying private property rights, the independence of courts, and the sanctity of contracts, as both Vladimir Putin and Hugo Chavez have done.
