I think it depends on the University. If it is a State run university, 
(California State Univeristy system). Then I can see the justification 
for state level legislation stating you can't spend tax payer time & 
resources supporting political agendas.  Effectively the State is your 
employer and they don't want you using your work time and resources for 
political purposes.  However, the university is also where an awful lot 
of our youth get their first exposure to politics and historically 
Professors and their views, writings etc.. have been part of this.
