You can. Government's role is to ensure security and equal access, the market handles everything else. But, to make you feel better, here's where you run into troubles: Dana's "externalities". I would argue that this isn't a market problem, but an "equal access" problem. For example, let's say you know that Dry Cleaner A dumped used chemicals into the storm sewer and Dry Cleaner B disposed of them properly. Well, many people might choose B due to A's irresponsibility. But what if A's price was rock bottom? Then many people might stupidly choose A because the effects on their health might take awhile.
