It would seem to me that if this attack was as close to Cheney as it was at the time it was and announced as it was then there's only 2 possibilities: 1.) Complete coincidence. 2.) The Taliban are in the Afghan gov't and strong enough to not care about revealing their presence and taking a shot, if only symbolically, at the VP.
