Wow, that isn't something we see very often ;) Some areas, maybe not just New Orleans, had problems, but some of those problems were being caused by the very people who are supposed to protect others.
There were crimes of desperation that shouldn't have happened because there were failures on all levels of government to maintain law and order, as well as provide for the general welfare of the citizens before, during, and after the disaster.
