all it would do is create a huge black market for the stuff. Anyone with a little money to invest could set up a shop making ammunition and selling it on the black market at hugely inflated prices. Sorry, I just don't buy it.
But you just defined how this works! Yes there will be a black market, but as you stated, the prices will be inflated. The more inflated the prices, the fewer people who can afford it, the less there is.
