In Virginia HOA's aren't regulated. They can pretty much do whatever they
want.... 

Other HOA's in Va. Have dropped liens on property without informing the
owner, they've levied fines, again without informing anyone.

You don't find out about this until you try to move, or the HOA sues you and
most of the time they win.

my family has lived in numerous neighborhoods, all throughout my
growing up and even into my early adult years, etc... and to this day
REFUSES to pay a dime.  out of principle.  for all the aforementioned
reasons... and guess what, NOTHING has been done to him. at all.
