If I'm the janitor's employer, I would care if he speaks English, because I
don't speak passable Spanish. 

The responsibility falls on the person coming into the country to learn the
predominantly spoken language. If you were working in Dubai or Kyrgyzstan
wouldn't you learn the basics of the language?
