No, I said they are at 40% capacity when it comes to supplies, which is what is really needed. The heavy machinery etc. to help in the cleanup. It's enough, but barely.
You cited personnel figures to get the 88%, which is fine. Either way, we have what we need to respond to this particular tragedy, but not another one at the same time. 5 years ago, we did have that capacity. The reason is because people and supplies that were here 5 years ago, are now in Iraq. That is a FACT. Plain and simple. I aint Bush bashing, i'm just stating reality. If national guard resources are over there, they aren't over here. Right?
