that's an interesting question too. I'm guessing that it is not
mentioned by name in the original document is what he means. I
personally am not invested in whethre it is or not. It's a highly
dysfunctional organization that does very little good for the
resources it sucks.

Yes, it got me hmm... I think it was $500... at the time. It jerked me
around for about three months before it did that. FEMA's contribution
was a net negative from my point of view. Too little to actually solve
anything, and there was this huge stagnant holding pattern that had to
be negotiated before I got it.
