COD3 on Xbox was a step back as well. For some reason the COD franchise has been flip-flopping developers since the franchise started. TreyArch did COD2 - Big Redone, Activision did COD2, and they went back to TreyArch for COD3.
For COD4 they will be using Activision again, but this time the game isn't WW2 based. COD4 is being titled Modern Combat. The graphics and trailers look great but COD3 looked good as well. I played the darkness.
