Yes, but that's the point.  I use more, so I pay a tax that,
hopefully, can go to fund research into alternative fuels and/or be
used in some other way to lower emissions.  Further, I may not be
willing to pay the tax (plus gas) next time.

So it's that I bought, it's that others didn't and that those who did
paid quite a bit more for their choice and that money can be used to
offset the "externalizations" of my usage.

So, basically, I"m paying for my impact while also funding its elimination.
