No.  Household Bank is a fairly large credit card backer/provider (and, 
later, loans including a buyout of Beneficial) who was bought by HSBC in 
order for the parent company to gain entry into the US CC market.  They 
specialize in Sub-prime cards.  Household was all American support. 
HSBC offshored a lot of it, though.

How do I know?  My Dad, after quitting his professorship, worked for 
Renaissance Bank Card Services, who was bought by Household.  He trained 
customer service and collections for both in London, KY.  Now, he helps 
train Indian and Phillipino trainers, including trying to make them more 
comprehensible to Americans.
