I agree whole heartedly with this, when you think about the expense of dedicated hosting, I wouldn't expect anything other than EXCEPTIONAL service from an ISP, I'm currently going through a migration myself after plenty-a-downtime with my current host, I think I can see a legal battle ensuing though as they're trying to hold me liable for the full term of the contract.... not going to happen!
Find a host recommended by someone you trust, it's the safest way to go I think. Even if the system was unbootable there are ways to edit a registry hive on another machine that would have saved time and money. It sounds like they cheaped out and just wanted to apply the base image again rather than really work on the problem. Regardless, it sounds like it's time for a new host.
