Not just state department. Almost all levels of Government personnel as well as many civilians like the Army Corps of Engineers. Blackwater are idiots. They replaced Triple Canopy in '05 and that was such a mistake. Triple Canopy had a standing rule of employment. First and foremost, you HAD to be a former operator. If you were, they would interview you and make a decision. Blackwater, that is not so. They will hire any yahoo off the street, train them, then send them over. TC was far more professional than Blackwater, far more. This is all based on personal observations.
