So let me get this straight. Spain seizes a ship in its territorial waters (if 
it was 4 miles out of Gibraltar, it is within the 12 mile zone of Spain) on the 
suspicion that it traffics in contrabands. Which is a common practice every 
country does and most certainly is something the US does everyday. (In fact, 
most countries reserve the right to do that in their entire 200 mile zone and 
it was the US itself that established the precedent that the patrol zone could 
extend halfway across the Atlantic.)

What exactly would you want the US to do? Would you consider it reasonable if 
some ship was 8 mile out of Long Island and the US could not board and search 
it?
