I want to preface this by saying that I believe something like the WTC attack would have happened anyways. I think Clinton could have done a better job, but I don't think that anything he did or did not do would have altered the events or some other event like it. People out there just don't like us.
With that said, what could Bush have done in 9 months that Clinton could not do in 8 years to prevent what happened on 9/11?
