He had deal with the same problem that Clinton had to deal with; apathy of the 
American public.  I remember when the Cole was bombed.  A few weeks later at a 
Halloween party, me and 3 of my friends started to talk about it and how tragic it was 
and two other people asked what happened.  We briefly explained to them what had 
happened and they said "Oh yeah, that whole boat bombing thing. Did anyone get hurt?"  
Not really.  17 US Sailors died, that's all.  This party was at our house which was on 
Schofield Barracks in Hawaii.  A US Army post and these were people inside the 
Intelligence community who worked in a Navy Intelligence installation.  That same sort 
of reaction, at least for me, personified the reaction from this country.  It's no 
secret that I'm no Clinton fan, but he seemed to 
really want to do something about it, but the momentum just wasn't there.  There was 
no public outcry that I remember.  The media just sort of covered it, but in a very 
sanitary, non-provocative sort of way.  I remember being really upset by that.  not at 
the media per se, but at the people of this country, that they just didn't seem to 
care.  unfortunately, 9/11 was the wake up call that this country needed.  

Even if Bush was determined to stop terrorism before 9/11 (which I don't recall him 
talking about it as if it were a priority), I don't think that he would have had the 
support to do so.

  Circular logic.  The statement by Lott was the Clinton "did nothing".  I 
  stated that Bush had nine months to cure any lapses, i.e. do something, the 
  something that apparently the Republicans apparently feel Clinton didn't do.

  And as for what Bush could have done in 9 months, look at what has been 
  done in the last 6, and tell me he didn't have enough time to take 
  definitive action, or any action at all.  All that was lacking was motive.
