What is the difference between this policy and the Cold War policy of MAD (mutually assured destruction). MAD, arguably, protected both the US and the USSR from nuclear annihilation.
While I think there is a certain element among the terrorists who will not be deterred by our threats -- this may even encourage them -- most countries will take it seriously. Bush, like Reagan, has proven that he's just gung-ho enough to do it, and this makes it an effective strategy to "let leak." During the Reagan years, I often blasted him for his "evil empire" policies, but history proved him right. Bush is borrowing heavily from the Gipper's play book. And I believe history will prove him right. Peace can only be achieved and maintained, for a democracy, through strength. We must show the world that we will face any enemy, use any weapon to achieve our goals of security for our people.
