Why wouldn't the government make plans using everything we have in our arsenal?
The article I read clearly stated they would only be used in the even of a nuclear or chemical attack on the US or its allies. The real problem is that somebody leaked the info. I knew the government had such plans, it would be foolish to believe we have these weapons but don't have any plans on how and when to use them. I think people are jumping to conclusions here.
