Well I disagree with just that last bit. I think people use religion to *affirm* their already good behavior. That affirmation does, I think, create a loopback to make stealing less appealing, but I would argue the affirmation is more peer pressure than religion. For example, if a small town met every Sunday to talk about crime and current events I think you might get even a lower crime rate than you would with church.
