We've got a fence, it's only about 4.5 ft. our dogs can't get over it, but
the cats would scoot right over it.

Oh right..I forgot about the no fences thing in the US.

Our cat roams the yard, never had any complaints about cat poop on
people's yard etc.
He uses the ample grass and bushes.

He would go stir crazy, he does actually, if he wasn't allowed to roam
outside in the wilderness a bit :)
