Photoshop Elements is really not a bad alternative if you don't mind spending a 
small amount, it does all the stuff that the average person really needs in 
terms of photo editing, and supports most PS plugins/filters as well. If you 
ever decide to move up to Photoshop, you'll not have to get adjusted to a 
totally different interface. PaintShop Pro is another popular graphics package 
in the same price range, but is a bit more of a fringe product and has its own 
quirky interface. If you want to go cheaper than these, I use ACDSee for my 
digital scrapbooking work and would recommend that highly....it's one of the 
best digital management software programs available for its price, and has 
decent basic photo editing built in. 

Another suggestion...if you've ever thought of getting a wacom tablet, check 
into the Bamboo Fun. The small size is around $99 and comes with a copy of both 
PS Elements and Corel Painter Essentials....the previous version of these, but 
still a really great deal if you plan to buy one or the other anyway.
