This is the way I look at it.  Tell me before I get inside that I will 
be exposed to smoking because I can assure you that I will not go inside 
no matter how hip or happening the joint may be.  And make sure I have a 
choice which I think having the default be non-smoking provides.

does not blow towards them, whether they smoke or not."

You probably suffer from the majority of smokers who have no such 
considerations.  As well as you may not be aware just how far your smoke 
travels.  This is what I hate about taking public transportation.  The 
bus and train stops are covered by smokers.  Not only do they just light 
up, smokers apparently can not stand each others smoke, because they 
always spread out to completely cover the stop.  I would happily go the 
the non-smoking bus stop or routes if such a thing existed.  But 
apparently my choices are to not use public transportation, which has 
meant in the past not going to work.  Try to get far enough (1/2 block 
or more) up wind from the smokers which can be difficult on calm days 
and a constantly moving target as the next smoker moves up wind of me.  
Or start spritzing smokers with a water bottle ala the ex "Morty" of 
"Simpsons"
