The reason we're talking about this is NOT because the funding model doesn't work in general - it's because it doesn't work when health care costs are rising exponentially. The health insurance companies are simply scaling their premiums to the root cost: HEALTH CARE! So the key is to control health care costs, which means we have to change the model of how consumers get it and providers provide it. The government is not, and should not be, business process model experts and that's what's needed to fix this problem; which is exactly why government has no role here.
