Actually - as stupid as it is, it may very well be "safe". IF the outlet is on a GFCI circuit (as all outdoor outlets are supposed to be) then the breaker will blow before any corpses are floating. Of course there's always the stories of the guy whose fuses kept blowing so he stuck a penny in them and burned the house down.
