The problem in this case was that Congress abdicated away its
authority to declare war - probably under the assumption that they
were giving Pres Bush negotiation leverage, but the reasons are not
really relevant.  They gave away the power to declare war, period.

Even if you disagree with Mr. Bush's use of that power, the blame for
it has to be first on Congress.

So let's place the blame at the starting point: Congress and all those
in it that gave away their vote, including Ms. Clinton.  Let's not
blame the horse for losing our savings when she was the one who placed
the bet and we were the ones who decided to gamble.
