Well, since its a *sales* tax they probably wouldn't know who bought what unless they matched up, say, CC #s. But just to throw out another problem (but possible benefit too), here in MN we share a border with a foreign country. I'd have trouble counting the number of people that I know that, say, start out on the lake with one boat motor and return with different shiny motor that they claim is the same one. The borders (both north and south) provide for HUGE arbitrage opportunities and that's WITHOUT A NATIONAL SALES TAX! So I have trouble believing that something like this could even be enforceable; especially if there's no more IRS agents to look into anything.
