Apparently not for Yamaha 4 cycle outboards, but I don't know the details. Either way the opportunity for arbitrage along border states would be immense, if not any state. Just as an example, think of how easy it would be to ship 100 Yamaha motors from Canada to the US and then sell them for cash at below the US tax rate. Is the government really going to audit every single thing you bought over a given period? Penalize you for no receipts? How about if you happen to know a printer who'll print you any receipt you want? Is the government going to then track it back to a seller's bill-of-sale.
