he's referring to the complaints about the Bush administration decision to require an environmental impact study before new solar projets were approved. What you say is generally true, if they are done in a rational matter. By the way, the State of New Mexico is still trying to keep its water supply from being polluted by drilling... no environmental impact statement needed there, apparently. And that's only to for instance that I happen to know about.
As another aside, due to the outcry, the impact study requirement for solar was rescinded.
