I have some trouble considering this "propaganda":

We were already engaged.  The back-dating is key: the letter provided
corroboration for statements (lies) made to us, the American people, BEFORE
the war.  The letter was not designed to make us feel better about being
engaged, it was designed to defend prior lies that got us engaged.  The core
purpose was not morale but deception.

The letter's source was an enemy leader, one that we had complete control
over since several months before the war.  This enemy leader specifically
passed intelligence that WMDs did NOT exist BEFORE the war.  However after
the war began this leader was used to generate a back-dated letter refuting
his early intelligence (intelligence which, by this point had been
validated).

In any case your argument is self-defeating: even if you consider this
deception ultimately harmless "propaganda" the CIA is legally forbidden from
conducting disinformation against the domestic population.

Personally I consider this an outright lie: government fraud.  They were not
(as a propaganda argument would require) attempting to raise morale at home
or lower it for the enemy - they were covering their pink, pimpled asses.

But either way it's clearly illegal activity ordered by the White House.
