The difference between what your landlord is doing and what the law may
actually allow is, at most, a very minor difference.

The bottom line is that the current situation is forcing landlords to
reasonably protect themselves with contracts that give them legal recourse
against people who run out in the middle of the night.  They also need a
bump in rents to pay for the increased insurance rates they are being
charged, as well as for other services like landscaping which have had to
increase their prices due to the increased price of fuel.  Market forces are
also allowing landlords to charge more for rent in general.

So all this adds up to one fact: no matter what the law is or how you've
been paying for things up to this point that's all over now, and you need to
resolve yourself to meeting the new level of financial demands of your
landlord, because it's not going to cost you significantly less anywhere
else.
