I have worked for the State of Florida and the State of California.
In both instances, it was common to communicate with co-workers, or to
forward business email to my personal account because I often needed
the info and the state email accounts were behind  firewalls and not
accessible from home.  In both cases, it was neither illegal or
improper as long as I did not forward any sensitive internal
information.  There is no evidence that Palin had any sensitive or
secret info in her Yahoo account.

As a consultant, I conduct all my email business using the same
account to communicate with my clients that I use for my personal
stuff.  That also is neither illegal or improper.

However, if the accounts were hacked, the hacker would be committing a
crime and I would expect him or her to be prosecuted to the fullest.

The uproar over Palin using an Yahoo account is a tempest in a teapot.
 There are a wide variety of reasons not to want her as VP.  This
isn't one of them.  It does, however, prevent the media and bloggers
from focusing on the real issues once again.
