If they actually "put it back ok", then i dont think most people would mind.
But read about the health effects of everyone downstream from the tailings. And read about how the coal companies are structured. the actual mines are held and operated by very small holding companies, many if not most "go out of business", and fail, right as the coal seams are petering out. the remediation is either left to their insurance companies, or to the taxpayers near the mine, or, in most cases, for future generations.
